If you use "run as administrator" option will this app start properly?
Also do you have any restrictions for folder creation in user folders for non-admin users? Generally speaking if application cannot find folder mentioned on a screenshot it tries to create a new one. If it cannot create folder in appdata you will get an error like this.

Thanks for the response. Unfortunately, "run as admin" returned the same error message and all users have full control over their appdata folders. We are running a newer version of CB on this instance than our other instances so I may try and revert to a previous version to see if that resolves the issue.
